Collection and Check Plan of Water Pollution Control Fee of Pingtung County in 2018

The plan has been implemented since February 3, 2018. As of November 30, the progress of each tasks have been completed in accordance with the prescribed schedule, and the summary of the implementation results is described as follows: I. The inspection control and counseling tasks of business on management list of Pingtung County A. Results and analysis of business and animal husbandry inspection tasks The project has completed 336 individual inspections or 529 cases in total on business and animal husbandry. (A) Analysis of business inspection results The 87 individual inspections or 165 cases in total have been completed, one of which was suspended, and the inspection results of the other 86 business were analyzed. a. For the inspection of special independent meters, business with no label marked was zero. b. For the inspection of special flowmeters at the discharge outlet, business with no label marked was zero. c. For the inspection of discharge outlet, there were no abnormal conditions. d. The wastewater treatment units were marked for all business under inspection. e. The pipeline flow direction was marked for all business under inspection. (B) Analysis of animal husbandry inspection results The inspection results of 249 individual inspections or 364 cases in total implemented on livestock husbandry were analyzed and described as follows: a. For the defects of special independent meters, 35 of livestock husbandry under inspection were not marked and all has completed improvement after counseling. b. For the defects of special flowmeters at the discharge outlet, 30 of livestock husbandry under inspection were not marked and all has completed improvement after counseling. Five special flowmeters at the discharge outlet did not work. c. For the defects of discharge outlet, one of livestock husbandry under inspection was detected for illegal discharge wastewater without adequate treatment and has completed improvement after counseling. The discharge outlet of thirteen livestock husbandry were not installed and all has completed improvement after counseling. The abnormal condition of the receiving water body was observed around the discharge outlet of one livestock husbandry. d. For the defects of wastewater treatment facilities under inspection, 15 solid-liquid separators were not marked and all has completed improvement after counseling, the sludge concentration in the 36 aerobic facilities (the third stage) was too low, 6 aeration pipes were partially blocked, and all had activated sludge in aerator tank. Thirty aerators were not marked and all has completed improvement after counseling. The water quality was obviously turbid in 81 final clarifiers and slightly turbid in 168 final clarifiers. e. For the defects of treatment units, 29 of livestock husbandry under inspection were not marked and all has completed improvement after counseling. f. For the defects of pipeline flow direction, 30 of livestock husbandry under inspection were not marked but all has completed improvement after counseling. (C) The project accompanying with the Environmental Protection Bureau conducted 20 holiday check-ups and 61 night-time check-ups, totaling 81 times. No violations were found. (D) 205 sampling work at discharge outlet were completed, 103 business met the water discharge standard, and the other 102 business did not meet the water discharge standard. (E) Implementation of the inspection and punishment tasks with the Environmental Protection Bureau, punishments of 56 violation business have been completed. (F) Completion of the implementation of the in-depth inspection of the Jiayixiang Food Co., Ltd. (Pingtung Plant), Nanwan District Sewage Sewer System (Kenting National Park Headquarters), and Seaview World Enterprise Co., Ltd., designated by the Environmental Protection Administration, Executive Yuan. (G) Completing 140 business position with GPS: WGS84 coordinate positioning work, combined with Google map exclusive system account and Google Map App, and drawing a spatial distribution map, can more effectively display the current data and positioning information of each factory. II. Implement the collection and check tasks of water pollution control fee of organizations A. Completion of the check list of reportable water pollution control fee, 1427 and 1418 organizations for the 2nd phase of 2017 and 1st phase of 2018, respectively. B. Among the collection of water pollution control fees, 165 organizations should be levied and the total collection fee is NT$ 1,863,272 for the 2nd phase of the 2017, while 162 organizations should be levied and the total collection fee is NT$ 1,735,199 for the 1st phase of the 2018. C. Counseling for failing to pay for water pollution fees within the prescribed time limit For the 2nd phase of 2017, 1427 animal husbandry and 165 business, a total of 1,592 organizations, should be levied, the total collection amount was NT$ 15,418,473, but 87 business failed to pay. After the on-site counseling, they have all paid except one business, Kenting Resort Co., Ltd. For the 1st phase of 2018, 1418 animal husbandry and 162 business, a total of 1,580 organizations, should be levied, the total collection amount was NT$ 17,229,106, but 68 business failed to pay. After the on-site counseling, they have all paid except one business, Shengli Hot Dip Zinc Enterprise Co., Ltd. D. Completion of the implementation of 30 organizations of "designated inspection targets for the suspected declarations of water pollution control fee and should check list" provided by the Environmental Protection Administration, Executive Yuan. III. Strengthen and promote the stable operation of the automatic monitoring of water quality and quantity and video surveillance facilities A. The parallel alignment of monitoring signals (A) The Third Nuclear Power Plant of the Taiwan Power Co., Ltd. a. Systematic check results: in compliance with regulations. b. Functional check results: in compliance with regulations. c. Anti-malpractice check list between the data generation end and transmission end: in compliance with regulations. d. A total of 21 items on data acquisition and processing systems (DAHS) confirmation lists: 18 items were met and 3 items were not met. (B) Pingnan Industrial Zone Service Center, Industrial Bureau, Ministry of Economic Affairs a. Systematic check results: in compliance with regulations. b. Functional check results: in compliance with regulations. c. Anti-malpractice check list between the data generation end and transmission end: in compliance with regulations. d. Data acquisition and processing systems (DAHS) confirmation lists: in compliance with regulations. (C) Neipu Industrial Zone Service Center, Industrial Bureau, Ministry of Economic Affairs a. Systematic check results: in compliance with regulations. b. Functional check results: in compliance with regulations. c. Anti-malpractice check list between the data generation end and transmission end: in compliance with regulations. d. Data acquisition and processing systems (DAHS) confirmation lists: in compliance with regulations. B. On-site verification tasks Completion of verification on the service center of Pingnan Industrial Zone of the Industrial Bureau of the Ministry of Economic Affairs for 3 times, verification on the service center of the Neipu Industrial Zone of the Industrial Bureau of the Ministry of Economic Affairs for 3 times, and verification on the Third Nuclear Power Plant of Taiwan Power Co., Ltd. for 3 times. The results of water quality analysis were carried out, and all the test results were in compliance with the regulations. C. Real-time data surveillance of the automatic monitoring facilities There was no abnormality for the Third Nuclear Power Plant of the Taiwan Power Co., Ltd. and the service center of the Industrial Park of the Industrial Bureau of the Ministry of Economic Affairs. But there were three times of abnormality observed for the service center of the Pingnan Industrial Zone of the Industrial Bureau of the Ministry of Economics was abnormal. The operators removed the obstacles and resumed normal operation on the same day or every other day. IV. Complete a domestic sewage reduction promotion campaign and two water pollution prevention regulations promotion seminars. V. The plan implemented the operations of patrol teams required by the Environmental Protection Bureau, including pollution report of patrol team, assistance of the pollution case transfer to the inspection section, and handling situation response to the patrol team according to the handling situation of the public nuisance system.
